I have Win2000pro, when I click on Start, I have an option called
"Set Programs Access and Defaults", where I can change several default settings.
The web browser is on top.
I hope it helps with your operating system.
If not, wait for the advice of other helpers.

Go to the Internet Options control panel.

Click the Programs tab.

Tick the box marked "Internet Explorer should check to see if it's the default browser" and hit OK.

Go to the Start Menu, then hit Run. Type the following in, without quotes, and hit OK:

Say yes when IE pops up the box about being the default browser.

This method will work under all Windows OSes.
Signature file is under revision. This will be back shortly.
