Bogus windows warning?

Help?
Got a weird non-browser windoe popping up, and browser opened a "top search sites" or somesuch window.
Weird warning said:

Download Peper Fix. Run it and restart your computer. Start up Hijack This and tick the boxes next to these items.

Then close all windows and hit fix checked. Reboot

Delete These files if present...

Thanks. I followed your instructions. Just a question - when you say reboot, to you mean restart or shut it down (I shut it down just to be sure)?
