I have problem on charactor encoding of firefox.

On option, default charactor encoding have set to chinese tradition (Big5-HKSCS),
but every time I open the firefox with chinese tradition (Big5).

Anybody know about this?

Not certain, as there is quite a lot I don't yet know about Firefox, but try this: -
Type about:config in the address box.
Scroll down and check the entry for default character set.
Set it to what you need, and close firefox. Reopning it should have set it the way you want.
Be wary of strong drink. It may make you shoot at tax collectors, and miss!

Dave got it right, but if it's not solve go to mozilla.org, ask there (forums) and see if someone could help you. I'm new to this browser myself, so can't help you, but the pros are in the main site.
