DLFNtmp, non-working Norton, Outlook, IE

I bought a refurbished HP several months ago that's been giving me problems since the first day I bought it. Crashes, slow web access, etc. have been driving me nuts. I bought Norton -- it crashes. I've been painstakingly going through forums, implementing suggestions, running all kinds of anti-virus and spyware stuff...and most of the problem seems to be solved.

But for one thing. There's a folder called "~dlfntmp1" in my "C:\documents and settings\administrator\local settings\temporary" directory. In the dlfntmp folder is a file called index.html...only 5K, but it refuses to be deleted in either normal or safe mode, and any attempts to do so just crash the computer.

Any suggestions on how to fix this?

Other problems: Outlook Express has suddenly stopped working, perhaps because of all of my tweaking of the system. I get an error when i try to load it: "0x8007000E,5"

Finally, IE: it works, it loads, it runs, it goes to pages. But the horizontal bar at the bottom, on which there normally appears a green status bar when pages are loaded...is gone.

Any suggestions?
