In my opinion, this is worse than spam, as this type of unsolicited communication acutally costs me money in paper & ink (fax supplies)!

Yikes.
I gues it's time to put one's fax on a 900 number. Make them pay to fax you.
(You can always cancel any bills sent to your actual business partners...)
