The warn feature is one of the new features of the upgraded software here. It lets administrators or moderators warn a person privately that their posts are getting out of line.
Other admins and moderators can see the warn level, and all members can see their own level. You can't see anyone else's.
Your posting rights can be suspended manually using the warn feature. Posting rights are automatically suspended after 3 warnings for a short period.

If your meter reads 0%, that means you have never been warned. If you do get a Warning, then clicking on the "33%" will tell you the reason for it.
