I seem to be infected with the WToolsA.exe program. The questions I have are:
1. Was this program written by the wintools company that I found on a google search. They are at wintools.net.
2. What exactly does this program do besides slow down my computer. It uses anywhere from 2% to 85% of my CPU usage.

I think the two are separate. Wintools (if it's who I'm thinking about) is a legit company.

WinTools is indeed a legitimate company.
The version of Wintools you're talking about appears to be a bastardized version of Huntbar that's been made a heckuva lot harder to remove. Don't know if Ad-Aware and SS&D handle it yet.
