Index.dat removal

I noticed there was an article that suggested removing everything under c:\documents and settings\"user"\local settings which would kill the Index.dat under Temporary Internet Files
Application Data resides in the Local Settings folder and may contain data for other programs, and may contain Outlook Express user files(.dbx files)
Thought I would throw this out incase someone actually selects all inside the Local Settings folder and kills their Outlook Express inbox and mail in other folders.
This is where I go in Win Xp and I think WIn 2000 to backup user Outlook express mail.
