Internet Explorer Start-Up

Hello. I have ran Ad-aware with the latest updates and as well as Spybot Search and Destroy. Nothing came up except for some minor cookies. The problem I have is everytime I start IE there is a pop-up that always pop-ups. It is linked to http://64.225.155.162/ and the site it says on there is Xproxy.co.uk. It tells me my region of where I live, my IP address, my browser,and my country. Here is my Hijack This log. Thank you very much.

The pop-up is appearing everytime I open IE. Does anyone know how to fix this? Thank you.
