Desktop hidden by some desktop.html file

Hello,
This is a very peculiar problem I myself have never seen it. I have this dektop.html file which somehow got installed on my machine and it covers my desktop wallpaper. However I see my desktop icons on this new file that has been installed. The file was in c:/windows/web/ and even when I have deleted the file, now I see a blank white page on top of my desktop wallpaper.
Please advice me on what this could be and how I can get rid of this.

You have to open the Themes and Appearance in the Control panel Then change the desktop background. Then click customize desktop then click on the web tab then delete any html files there that aren't supposed to be if you haven't said otherwise there should be none there
