So possibly it's possible, by state agencies. By individuals, debatable. Is it possible to tell? Probably not. If you want privacy buy a second-hand cellphone, pay as you go, and don't give out the number to anyone you don't trust. Swap the phone regularly. But most importantly, if you believe this:
tell the police. Stalking is a crime.I HAVE HAD A STALKER FOR THE LAST 8 YEARS

It's debatable whether this is even possible. Would he have access if it were possible, well, money can buy you a lot. As for how you would find out, I guess your battery would drain really quickly if it were being accessed remotely, and if you remove the battery when not using the phone any remote access would be impossible. But this is my best advice to you if you are worried:i need to know for sure if he would have access to doing something like this. Anyway I can find out
That's really the best I can say, maybe someone else has more info than me.buy a second-hand cellphone, pay as you go, and don't give out the number to anyone you don't trust. Swap the phone regularly.
