Cell phones have limited annoyances, such as telemarketing calls. Such calls would be even more annoying on a cell phone because you would be paying for the talk time. Now, a company wants to sell your cell phone number online - your cell phone number is their 'product':

It doesn't matter if the number belongs to a minor. It can be sold. It doesn't matter if it your business number. It can be sold. It just doesn't matter - there is profit to be had for selling your cell phone privacy. And it is done without ever asking you.
