Is this malware?

This is a very small exe file i got from the web, and i wanted to know whether it is reliable or not.

If it is, it surely is very useful because it allows to save a lot of energy.

Presumed function: Turns off laptop screen, so as to save energy, when the user executes the file. As soon as you move your mouse, the screen goes on again.

Judging from the Google translation, it appears to be useful.
Scans with Avira, Malwarebytes Aniti-Malware, and Trojan Remover indicate that the downloaded file extracted from the .zip file is clean.
However I haven't used it and can't say anything about its reliability.

AVG 8.0 agrees with your scans. Let's see if someone else has anything to add.

Can someone please add some more information?

Perhaps if someone checked out the program's code or something, we could get more vital information.
