The text adopted today introduces comprehensive measures preserving the open internet by providing a clear and binding definition of network neutrality, the organization says. It also provides safeguards against different forms of network discrimination by prohibiting the blocking or throttling of content and services, while also preventing anti-competitive commercial agreements. The adopted provisions ensure that traffic management measures are conducted only when necessary, proportionate, temporary, targeted, transparent and in accordance with the law.

One up for the EU.

Glad to see the back of roaming fees, I'm not sure if there's a US equivalent but for example, travelling in Europe you could change networks several times in one country, not just from country to country, and be charged each time. For comparison this happened to me in Sicily, (the little triangle at the bottom of Italy).
